I'M
KEVIN
JUSTICE.
I'm a technology executive with more than three decades of leading IT organizations — from a $20M budget and a 150-person support organization spanning seven data centers, to the municipal technology and security operations I direct today.
As Assistant Director of Information Technology for the City of Salisbury, I lead technology operations and security for a 600-employee government across 10 dark-fiber sites, including police and fire, on a $1.5M operating and capital budget. I own the policies, the vendor contracts, the risk posture, and the reporting that reaches executive leadership.
My work sits where technology meets governance: multi-year roadmaps that survive a budget review, vendor relationships managed on contract terms rather than goodwill, and risk explained to non-technical leaders in plain language — with a recommendation attached, not a menu.
I hold an MS in Cybersecurity and 15 active CompTIA certifications, and I spent six years building and teaching a college cybersecurity degree program. That means I can coach a team through the material, not just approve the training budget.
